The original Thunderbolts team comes to mind. Probably one of the best schemes ever, tbh. There's also the fact he's led the Masters of Evil to success against the Avengers and his tactical prowess is often compared to Captain America. He's inferior in stats, but in a prep-war, I'd give it to Zemo.
And stormin' Norman managed to worm his way into position as one of the most powerful and influential men in the world.

In terms of prep, Ra's is close to Batman who I rank over Zemo. Vandal has overthrown governments and powerful men throughout history.
Plus, Ra's has his own city with the most dangerous men/women on the planet. Not to mention the best tech and magic the world has to offer according to Tynion.

Ra's hardly ever does anything with prep, though. Yes, he's old as dirt and yes, he has plenty of resources, but given his status and alleged threat level, he's not done anything that is beyond Zemo.
Zemo's manipulated the most dangerous men/women on his planet numerous times.
