Actually, Shadowdragon was a guy in an advanced exoskeleton suit. The thing went so fast, it actually hurt him.
Still a low showing, but hardly a street leveler.
And Shiva beat Cassandra *dodges sniper rounds at the last minute without seeing them* Cain. You'd better believe Shiva's way faster then that laughable .5 second time dilation.

At first I got the impression that this was a speed feat, but after the dialogue was subbed I'm convinced that he just became too powerful for Hit's technique to affect him.
