If you were given the power to be able to choose the order of the overall power (combination of force ability & saber skill) of different duelists/force users what would it be?
It make logical sense for the story and or be able to be explained somehow. For example putting Quinlan Vos or Ventress above Sidious would most likely not make sense. My list would go something like this:

I'm fine with the list except for Kylo and Rey, whom I think should be much lower (like at least a couple of tiers). Maybe even putting Kenobi and Maul in the tier above, but overall it's good. Mine would be:

I may move Vader up a tier because he seems more powerful in canon
Yeah. Overall I just would want Kylo to be more powerful since he's of Skywalker bloodline and trained by Luke Skywalker. At the age of 30 I would hope for him to be a little below Anakin level.
^Yeah, some of his feats are cool, but imo he is not that impressive. He struggled to defeat Rey who had only 1 year worth of training, he killed the knight of Ren's leader but they are all legit padawan tier
He really didn't struggle at all against her, and even though she only had 1 year of training her growth was accelerated by her dyad with Kylo. Also Luke only had a few years of training yet he was Vader's equal by ROTJ.
Kylo should be near ROTS Anakin/ROTJ Luke level based on his bloodline and years of training.
