I mean, even without the emotional investment, how is there a need here? Why couldn't they put down animals meant for slaughter and consumption and donate the meat? What does wounding an f'n dolphin prove?
Is this even about testing the weapons, as claimed, or is it a weird dehumanization ritual? Like, some army egghead or general submits a plan that says "Most Americans love their pets. Force them to kill a puppy or a kitten and they'll be willing to kill anything!"

I'm sure they do reunite owners, but I'm skeptical about the strays they claim are going to a shelter.
