Was thinking what would happen if Jason was dropped into Raccoon City during an outbreak. All the major zombies there from Nemesis on up. Would he be the alpha zombie, or would he get swallowed up?

Out in the streets of Raccoon City, Jason Voorhees can run into a large number of zombies. He can decapitate scores of zombies but a horde will overwhelm him and consume him.
Jason could influence humans to revive him but I am not sure if this supernatural trick is possible with the undead.
Besides zombies, there were numerous bioweapons lurking around and some were big enough to swallow a human whole. Jason can handle some in a fight but one of the biggest might consume him.
Jason is not built to kill like Nemesis:
Nemesis is incredibly strong and well-armed on the other hand. He can blow up Jason in a fight as well.
Jason is intelligent and his best move would be to fight his way out from Raccoon City. He won't be the alpha zombie IMO.

Jason X can do well in Raccoon City. He seems to be on the level of the Tyrant called Mr X in physical strength (important for removing obstacles), and his impressive regenerative abilities make it possible for him to cope with countless situations. He can fight off zombies and numerous bioweapons out in the streets and inside buildings.
Jason (all incarnations) has a penchant for slashers and stabbing tools. He can choose to throw heavy objects at his subjects (shown in the comics). He also used spear gun(s) at times. These tools will not be sufficient to fight everything that moves in Raccoon City, however.
A large number of monsters were lurking in the sewers and could be avoided but Tyrants such as Mr X and Nemesis, and even William Birkin, could choose to pursue their targets anywhere.
Jason X can exchange blows with Tyrants and also William Birkin but he cannot hope to defeat either with his choices in weaponry.
Jason X can be one of the enduring terrors of Raccoon City nevertheless.
