Say Goku and Piccolo from the Raditz saga used Potara to fuse. Could they defeat Ginyu?

The fusion can only win if we assume that Potara is akin to multiplying their PLs together.

Sort of.
Goku + Vegeta were kind of special, as they've had this "rival boost", they were both pure blood Saiyan warriors and so on.
No guarantee the multiplier results would have been as effective with Goku and Piccolo.
Then again, you never know. They were rivals at the time, too.

Some guide books state that fusion is akin to multiplying the PLs of the fusees together.
But then during the ToP, Vados stated that Potara increases the user's power by "tens of times"... Which is a lot more vague.

Yeah.
iirc, Goku/Piccolo had PLs in the low 400 range back then... So the fusion would have to become like 300x stronger just to be on Ginyu's level.
Not out of the question, I suppose, but hard to say for sure.
