he had her pretty much dead to rights but he didn't go for a kill shot, and she got him while he was busy gloating about that. Then after he figures out his body he goes to attack her again. He didn't go for the blood phobia until Jiraiya arrived. Her entrance was lackluster in showcasing power for being one of the big three no matter how you look at it.
