Kishi has already explained in the databook that Sakura symbolizes "human weakness", like, years ago. So stfu Aura.

Indeed. She does. In particular, the human weakness of creating a centralized military force that on paper wants to be one thing while in practice cannot be.

Sakura has never shown to want to be an emotionless killer.
How could she? Kakashi explicitly preaches against that.
Zabuza fits that mold better, he wanted to be a killer without attachments, but finally admitted that was bullshit, and that he had pedo lurve for Haku.
She wants to be a good ninja so she memorizes all of the rules. And the rule, in detail, means you can't show emotions. Sakura, and really most of the shinobi world, fail here. Sakura is just more tied into the conflict between the ideas of the past shinobi world(Sasuke) and the revolution brought about by Naruto.
Any who, all of that business aside, that ranking stuff. I haven't given my opinion on it.
Yugito is interesting. She seems to be a mostly taijutsu oriented combatant. Her homing rat missle things are certainly nifty and useful for a variety of reasons. She seemed to posses in life a good deal of battle smarts and nice Bijuu control. However, she did lose to Hidan and Kakuzu and I don't think I could see her in S+. She isn't bad but, in my honest opinion, is the least impressive. Well, maybe better than Han. So S.
Yagura is the only one who'd be in S+ for sure. Based on what Danzo said, he was one of two to master the Bijuu within them completely. And while I think he is weaker than Bee personally, this certainly would allow me to rank him S+ anyway. His mirror technique is pretty useful, if a bit odd and his Coral Fist would be surprisingly useful in most in carnations. Factor that in with the power of a Bijuu and yeah, he'd be S+.
Roshi is certainly one of the more power oriented of the group, using Q99's damnable lava(fire?) armor. He lost to Kisame, who pretty much has an advantage over Jinchuriki anyway, but apparently gave Kisame trouble. He has a long distance attack that Bee and Naruto avoided but they're fast so the most attacks would miss. He seemed capable of keeping up with Naruto, sans the flashing probably, and I think had speed on his own terms. And his Flower Fruit Mountain thing, did injure the Hachibi. He certainly is a high rank but for me personally, I'd put him in S. A very high S mind you, but S.
Han is a sad case. I was most excited to see him cause I would have an insert character who was the host to the Gobi, back when rumors about the beast were still going around. He isn't a bad ninja but what he has used has been mostly just taijutsu. Very strong taijutsu mind you but still taijutsu. And his version 2 didn't seem to have anything special, as he jumped straight to Full Beast mode, which also had the running them of hit things really hard. Taijutsu certainly isn't bad but for a Jinchuriki is is sort of boring. Still, credit where credit is due, I think he is probably S. Great taijustu that gives Naruto and Bee problems and Bijuu power. Simple.
Utakata is annoying. I keep thinking of Ukitake for some reason. As far as his skills though...personally, I'd put him below Roshi. His bubble did hurt Naruto more than most attacks but it seems odd. Mostly cause it is that bubble blower doing it for him. Ad his V2 seemed to have some weird acid stuff going on. Not bad I guess but just feels off. Note: He did get a filler arc. I haven't seen it for one except for the very ending, which failed to impress. I don't know if you'd want to use it, but if we did I couldn't honestly say S+ based on the ending. So he is an S for me. Sorry DP.
Fu is my favorite and while I certainly don't think she is S+ material, she has a lot going for her. Flight, which is always handy, and a blinding type attack, also useful. However, I can't think much she has in the way of long distance moves to compliment her flight and the only really offensive move she used was like a slap in Version 2. Taijutsu wise she isn't bad I guess but Base Bee did beat her. She has a lot of useful abilities but unlike Onoki or Mu for example, lacks the power to compliment them in my humble opinion. So, S. Like her but I just can't see her as higher than that. At the moment anyway.

But the host was always holding the mask. "He" doesn't have to be worn to be in control, though "he" is reluctant to be in a hand rather than properly worn since Tobi's more vulnerable that way.
Agree with mostly everything you said, except for Utakata of course.
Bubble blower falls under tool usage which is tied directly to the user's strength.
While I may be letting my bias get in the way when I say he should be S+, I'm not doing so when I say he's above Roshi, who despite being a high end S with great Nintaijutsu prowess, lacks the same kind of destructive potential & efficiency. Utakata's acid is more powerful than Mei's acid, but not as versatile.
Also, Han's Biju is damn strong if it can toss something like the Hachibi so easily. Which is why I think that Kishi really needs to give us a Bijuu vs. Bijuu fight. Would be so freaking epic.

He warps Fuu without touching him. Personally, I think he warped Torune without touching him as well, since I do not believe Tobi to be much of an idiot, as he's not the kind of person to touch someone who can transfer destructive nano-bugs with a touch.
