The text on the right side is Latin, from a longer text/poem written by Abaelard (1079 - 1142); it was also used for the song "Abaelard" by QNTAL.
Rough translation - Rising up into the air/heaven

The rest is archaic Quenya as used in Valinor before the creation of the Tengwar (by some Noldor who refused to accept the sound change also afterwards);
For the first person Aorist of the verb "mel-", the Lays suggest "meláne" instead of "mélanye-", but as I'm not sure about its relationship to the Tolkien's later Quenya, I preferred the normal form
