I used to think Surfer would destroy him, now I'm leaning towards Manhattan. However, does Surfer have any uber-BFR abilities that Manhattan can't come back from?
^bias. Why? Because you are using general ABC logic type of arguments. I don't care if Dr. Manhattan was fighting roaches and SS fighting gods. All that matters is specifically how one can win over the other.
There is nothing SS can do to Dr. Manhattan. Anyone that can regenerate from nothing, teleport, duplicate oneself many times instantly, grow to any size instantly, etc. cannot lose to SS.
Actually it wasn't from "nothing". Manhattan got his molecules ripped apart but since he has complete molecular control over his body he was able to reform.
I don't know about that. Originally, Dr. Manhattan when he was human got disintegrated but his consciousness formed a new body from the surrounding energy, and not from his human body. Notice that his body wasn't the same molecules as a human's. And notice how he was assembling his body far outside the lab where it was destroyed.
He was in the streets with half a body trying to collect energy to make a body. Also molecules are molecules to a matter-energy manipulator. Both can turn energy into a water molecule. Dr. Manhattan even spoke of creating life.
SS can't mind rape anyone. Sure he may have some resistance to it but he can't mind rape anyone, especially anyone who's mind is as complex as Dr. M. Other than that it is nothing he can do to Dr. M.
Surfer can heal by absorbing ambiant energy, can teleport, duplicate himself, grow in size, have a knowledge on uniserse that Manhattan could only dream of (Cosmic Awarness). Basically, they are the same, but Surfer is Manhattan superior.
Manhattan FTW even if Surfer put one down there would be more teleporting in to kill SS.
But in the end they get married on Jupiter. Reed does the ceremony and Galactus cries.

I believe Manhattan is the more powerful (was written to be a God after all) but going by feats Surfer is more solid and less nebulously defined. Maybe if Watchmen was a Universe with more than one superhuman (and thus had a chance for him to shine more) he would have had feats putting him on the level I envision him at.
