Oh, I doubt that. There might be some MC's that have been better than him, sure, but he's definitely incredibly talented and I don't think any MC "buries" him.
If you ask me, he's definitely the most well-rounded MC ever. His flow is impeccable, he can rap slow, fast, and he can make rhymes out of words that don't rhyme. He can rap about serious stuff, or just funny stuff, and he's excellent at both. He is also one of the best (if not THE best) battle artists ever.
Examples of serious songs: Cleaning Out My Closet or Till I Collapse or Sing For The Moment (these songs are awesome)
Examples of funny songs: I'm Shady or I Just Don't Give A **** or My Dad's Gone Crazy (listen to these songs, they're hilarious)
Come on man, you don't have to like him, but denying his skill is just plain silly.
And if Tupac and Biggie are the MC's you were thinking of, then Eminem owns them.

People judge Eminem because he's not always rapping about issues that go on in the real world. He has some of the most clever lyrics ever (listen to the song "Infinite" if you don't believe me), just because he's not rapping about life in the ghetto and shit doesn't mean he's not a real MC. Tupac and DMX are nothing compared to Eminem lyrically.
I judge MC's based mostly on how clever they are lyrically, and Eminem is number one on the list if you ask me. A good example of his lyricism is his verse on ThreeSixFive with Skam.

That's my favorite part of it. You should listen to it.
