I dunno, the director had a vision and he wanted to make a social commentary, but it seems like it basically just turned into "let's see how ****ed up I can go with this." I'd still consider it art because of its original intention, though. Just not my cup of tea. It's certainly more art than some cheap piece of exploitation shit like Hostel.
