It's pretty safe. My girlfriend is American and she says she feels pretty safe walking around by herself. I guess it's less safe for tourists because there's a lot of pickpockets and stores/restaurants that scam tourists in the centre. And then there's some areas that have a lot of gypsies that are considered less safe. Also Central Station is filled with junkies and bums.
