No, Aquarian saps kinesis, not a person's abilities. Hulk doesn't revert to Banner in Aquarian's presence, he simply can't deliver a punch or cause contact that would hurt anyone upon impact. Turtle can do the exact same thing. He can sap any form of motion. I'm not a novice, man, come on now.
