Gimp mostly. Though I downloaded photoshop but I am still learning the ropes on that.

well when in photoshop make sure the image res is no lower that 72
to save go to:-
file
save for web
then adjust the quality from there

yes go to file, save for web and you can save it as either a jpeg of gif
there you have the ability to change the image quality
