If he does, I'll be in the threads saying Hulk hasn't upped himself in the hierarchy, Galactus merely fell so far down the ladder he would lose to Hefty Smurf. Similarly to the Superman/Darkseid arguements not being about Supes getting more and more powerful, but Darkseid getting weaker and weaker, despite his showings against other foes, and the feats he's performed.

Don't forget all those on par characters have had to have a positive impact on Hulk's overall combat ability. I think he clears it not counting Dr. Strange.
