If John Kerry was the President American would have been hit several times before a WWIII. And during all of the US recovery efforts the Democrat Administration would talk about ways to resolve the issue, and during this time we would get hit more. Then the Republicans would finally do something and counter attack, then the Democrats would complain about how the Republicans went about it.
