Hmmm It's a tossup between Sauron and Tom Bombadil. Sauron is clearly the most powerful being in ME, but TB is a bit of a mystery. I do have to give props to someone who is not even tempted by the ring. It's no more than jewelry to TB. I've often wondered who he is exactly.

well, to me, creature implies a living thing. Pretty much everything that has been talked about are maia. So, if we exclude them, the only creatures of power are dragons and Mumikil, but dragons are maia, so that leaves the pissed off elephants. They are pretty powerful

Obviously Sauron is the most powerful being remaining on Middle Earth in both the Second Age and the Third Age.

Tom Bombadil is merely indifferent to the Ring and anyway, he is an anomaly in the story - his exclusion never harms the story at all.

sauron is stronger than tom bombadil.
the ring does not have power over tom, it is not due to the fact tom has power over the ring

nobody does, except sauron. yes


elrond even says that the power to defy the enemy is not within tom.
