Well, i was using peak-form when suggesting Sylar. Peter is barely low-Meta in season 4, but in season 1 and 2 he was on Sylar's level at around high/elite-Meta.
The only reason I didnt respond to your post is because honestly, you had NUMEROUS of flaws.
One for example, you brought up Broly. The reason Broly died was because first he was hit by a blast from the elite saiyans and then it exploded once it hit the sun. You then brought up the fact that he died from a blast that didnt even destroy the sun.
Tell me, have you heard of the word plot? If that blast would have destroyed the sun that would have destroyed all the life in THAT solar system. What point would that have made? Why defeat Broly if everything was going to die anyway. It all revolves around PLOT like every comic book revolves around plot.
Example... Superman was fighting someone that had possession the black rock. He then started pouring down on him with heat vision like he was angry. The scientist measured the heat vision and it was stated that it was so hot that it was hotter than the sun. Now think about this... if the heat vision was that hot (which it was but here comes the plot), why didnt it destroy EVERYTHING that was around him? Imagine a mini sun on earth and the destruction that it would cause. If his heat vision was that hot (which it was), why wasnt the people reduced to dust that was around him looking at te fight? Would you like to know why nemebro, PLOT. Now once you google this word, come back and holla at me about fictional characters.

Superman shoots out concentrated radiation... it may be as hot as the sun, but doesn't have nearly the range of the sun. Example: A laser is substantially hotter than the fire you'd find on a stove-top range, but the stove-top range would cause more damage to it's surrounding area due to it being "un-contained".
Hey Delph could the Death Star be counted as equipment? If so then I'd say Grand Moff Tarkin could be Low Herald.
Heat vision is essentially lasers and with a laser you have a lot of energy being focused in a very narrow path, with most of the energy (which produces most of the heat) reaching its target since IIRC lasers are incredibly efficient. Most of the heat produced would thus be focused on a small target with very little actual diffusion of heat energy. The reason lasers are so useful in science and medicine is that they are incredibly precise, you can vaporize a tiny tumor without damaging surrounding tissue.
That's just my uneducated guess though.

Not at all familiar with WOW, but based on that clip, the guy seems to be herald level. If he can destroy actual constructs based on destroying models... seems like he could easily bust a planet, or at the very least devastate a planet.
2. Was. Not. My. Point. Why did Broly, an alleged galaxy buster, have his blast overpowered by three relatively weaker attacks?
3. The blast did not just not destroy the sun. It evaporated in the sun, if it were concetrated energy capable of destroying a galaxy if fully unleashed, it would not have evaporated.. Yet... It overpowered the blast of a galaxy destroyer? It doesn't add up sir.

Wanna know a fun fact? We have, in fact, artificially created hotter than the sun temperatures, ON EARTH.
At the very least, hotter than the surface.
Wanna know what else can reach temperatures hotter than the sun? Lightning.
Why is this?
The energy is, in basic terms, CONCENTRATED, Superman has total control over the concentration and precision of his Heat Vision, to the point where for surgical purposes he could use his Heat Vision to keep Lois Lane's heart beating without any harm to Lois' skin.
And in either case he has the physical might of a major powerhouse. Just his size manipulation, strength, and durability alone would make him Mid Meta. Add his death touch ability (turns the target inside out), his telekinesis (sufficient to crush a massive dragon), and his sorcery (as seen in the above video) and he's comfortably Elite Meta.

Again your points are moot. Another example... Odin, Odin has feats of destroying a galaxy but he was trying to drop Thanos with almost everything he had but the blast that he was shooting didnt even create a dent in the ground. PLOT
Superman has mountain crushing strength along with Darkseid but yet during his and Darkseid fight, Superman was going all out (during the time he flew him in the source wall) in a barn and with ALL of that strength that they have, the barn was still in tact. They did no damage at all to the barn when we know for a fact that the after shocks from an all out Supeman and Darkseid fight should level a barn with one punch.
Then we have Hulk punching Captain America and this is the same hulk that has lifted mountains with ease and has on panel showings of lifting infinite mass but people like Spiderman, Wolverine, Captain America, hell, STORM has survived direct punches from an enraged hulk. Do you want to know why PLOT but using your down play of characters, since hulk was unable to even cause physical damage to these people with one punch then I guess he is a 2 tonner.
Superman was in a rage during he time he was pouring down that heat vision, he wasnt worried about CONTROL.
Your arguments are boo boo and you try to use plot to bring down a character.
Its true, Broly is a Galaxy buster but he isnt the most powerful. Just because Goku doesnt go around busting Galaxies doesnt mean that he cant do it. Broly just got over powered and that alone should tell you how powerful they are. Goku has as of yet to bust a planet open but I am quite sure that he can do it since, well, he over powered people that has on panel showing of busting planets apart. I also think Goku could bust a Galaxy but I cant prove it because, well, Goku is a hero but just by looking at the movies that you tend to down play,Goku over powered a Galaxy buster and also looking at the movies, Goku fought h2h with a Universal level threat and held his own (Janemba). I know these things arent cannon but it gives me a indication on how Goku is portrayed and how powerful he is.
Now again, stop trying to down play characters due o plot because plot falls in categories for some of the most powerul people in Marvel and DC. I can use it against Surfer all the way up to Galactus.
