Their overall power cannot be above spidey-level. Take a gander at the tiering thread. Spidey is low meta, though there are some mid-metas that are, in my opinion, definitely acceptable.

If a character you're considering is obviously more powerful (regardless of how many out of ten they'd actually take) than the low-metas, or, damn, mid-metas, they're probably a no.
