Tsukuyomi and Frog Song are only in if other similar broken jutsus are in, but aren't necessarily out because of genjutsu-ness, just power. Kamui's about as bad and it's a ninjutsu.
It's what I was going to suggest, that broken or overpowered jutsus be disallowed. If any countermeasures exist, they are usually minute in number, or require special circumstances.

Actually MS itself should probably be banned. Amaterasu and Tsukuyomi are both haxxed as hell and don't even get me started on Susano'o.
Actually, why do I have a feeling that if this does get made people will start saying they're Uchiha left and right? I know I would if I didn't have an established character.
I feel like people should earn their Kage level skills and start out gennin. Except for us of course since we've already established S-Rank god shinobi.
Now about clones....need to think of something that balances out clones.
I think people should be able to change their level match to match Like, our first fight wasn't as high-powered, so we could easily say "This match, set at A- level."
Or I could run the same character as a genin and not have the boil release active yet, chunin with it active but only simple skills, etc.
Has to be Shadow Clones, because the Sharingan will see right through the basic Clone jutsus. Sight affecting Genjutsu should work in theory, but again, Sharingan. As for Susano'o, Shadow Clones are not helping there in terms of defense.
Which is unique to Gaara, and the Iron Sand is unique to Sasori/Third Kazekage.
And while the moves are expensive and debilitating, someone with a fairly high level of chakra and good chakra control, like Sasuke, should be able to use a fair number of them in a match.
Because everybody knows that Sharingan & the Uchiha > everything else.

As for Clone jutsus, dunno. Ban Tajuu Kage Bunshin no Jutsu, but allow Kage Bunshin no jutsu. And if Shadow Clones are to be used as a defensive measure, restrict them to usage at 50% chakra or below.

So....I can think of two ways to do this. The first is similar to our first fight where we just battled for kicks. Have the people state the level they'll fight at and the kind of powers they have. They have to abide by the same limitations and junk and etc. It's quick and easy and fairly fun. But I do see room for tons of trolling.
The second is less appealing but could be more fun. We can just make everyone a gennin until they worked themselves up to higher levels. We could even implement things like a Chunnin exam and missions and junk. Much more difficult to fine tune and make work but also possibly more rewarding.
So, meh. I'll make a normal battlezone thread and depending on how that goes and how much people like the idea of a campaign, we can decide whether it's worth making or not.
This all said, we do need to think of something important. Should we allow for multiple battles to take place or not? The quoting feature does seem to make this possible though it may get confusing. I just don't want to make people wait for their chance to battle because some people leave posts far and in between and it could get dragged out. So multiple battles at once? Yay or Nay?
