about how powerful is tangent superman in regards to the other supermen, is he more powerful than prime?

I wouldn't say so, but considering how easily he handled GL I would say he is above current Post - Crisis (New Earth) Superman

I don't think he could beat Monarch like Prime did

But he simply turns people's powers off if he doesn't want to fight them. Why not just turn Monarch's off?

good theory. but harvey has yet to fight a being =/> monarch - so we simply don't know if he is powerful enough to do something like that to a being on monarch's level.
