lol, he was displayed engaging a team on his first issue. He was introduced as a singular threat to the teen titans, by himself, so why would it by irrational for him to carry on that image in later appearances and on different teams?(other than you just not being okay with it, I mean).
Slade beating teams is not them jobbing, it's his original intent and formmidability shining through. Most often, he jobs to street-levelers, although if you actually took the time to examine many of these encounters, you'd find that He, along with those street-levelers have no confusion concerning who is the superior being.
Half the street-levelers that DS is seen "struggling" with have admitted themselves that they're no match for him, or that they know he's not giving it his all. Hell, half of those characters have other appearances against Slade where he wtf pounds them with minimal effort. His CIS is simply a plot device to give a street-leveler a chance against an opponent who levels teams and much larger threats, even wiithout prep at times.
He evaded Superman because he under-estimated him, but let's not forget that Slade has genuine superhuman reflexes, which have even been said to maybe even tops WW's.
You really should take a closer look at some of these feats before you go and criticize them.

3.Slade's more agile because his super-senses give him added manueverability that Cap doesn't have, and he has faster reflexes. He has actually stated more than once that he has complete control over his body.

Have you ever considered that maybe him giving superspeedsters trouble isn't the PIS part and maybe since he's a Metahuman him having trouble with streetlevelers is the PIS?

So basically what was said before... in spite of both of them being enhanced. Slade's PIS examples are up for grabs while we're beckoned to toss out Cap's. ridiculous.

While i think Salde wins, i dont believe for a second the whole Steve can't hurt him at all and can't touch him etc. basicallywhile i think hes superhuman i think all the class 100 can't phase him at all and hes faster then wonder woman etc is crap
which is a problem. Aside from his showings against teams engulfed in CIS he lacks the sheer showings that outstrip Cap, and his feats against Batman don't give him some massive edge, quite the opposite.
But if we look at Cap's showings against similar opponents to Bats like DD, he's virtually got the same type of advantage against human opponents.
