An old god, the King of the Exemplar gods, which includes Cytorrak....placed his own ruby in a temple thousands of years ago deep in the Alaskan wilderness. By chance, Loki discovers this ancient temple and retrieves the mysterious ruby hidden inside.
Once Loki touches it, the ruby grants him incalculable powers. Loki's body is transformed to a similar size and shape as Kurse's. He is also given a protective armor over his entire frame. He is coated with a strange metal that is ten times as hard and durable as pure adamantium. Loki could feel the power welling deep inside of him...and he knows that the time for Ragnarok is now.
He steps outside the temple and yells "Ragnarok". That word alone...spoken with his newfound powers was enough to level everything within a 2000 mile radius(think of how powerful a nuclear weapon would have to be to level everything within that kind of radius).
Next, Loki looks at the moon...and beams(much like the Omega Effect) launch forth from his eyes...which vaporize the moon upon impact.
Well, this gets the attention of the entire world immediately. Thor races to meet Loki in combat. Realizing the threat, Thor does not hesitate to use the godforce right away. However, when Thor releases his godforce...Loki merely holds up his hand and absorbs all of it as if it was nothing. Thor then throws Mjolinir at his foe...and upon impact with Loki...the hammer is broken into a million tiny fragments. Always persistent, Thor rushes to meet Loki in physical combat. Once Thor is in striking distance, Loki wraps his huge hand around Thor's head and crushes it like a grape...killing him instantly.
A short time later, Juggernaut tries his luck against Loki. With shields up...he rushes to attack Loki at full speed. As soon as Juggs is close enough, Loki effortlessly backhands him...sending Juggs out of Earth's solar system within seconds.
Telepaths, such as X-Man, Xavier, etc....try to read the creature's mind...but, they are labotomized in seconds for even attempting such a futile mistake.
Before long, Loki starts emitting what can only be called "Death" upon the world population. A toxic gas flows forth from his body...a toxin more potent than any gas known to man. It quickly enters the jet stream and is dispursed quickly around the world.
With all of these attributes...who can stop Ragnarok? Once Loki is through with Earth...he will continue to make his way across the 616 until there is no life left at all? Is there anyone below abstract that can stop him...given his powerset thus far?
Ragnarok only effects Asgard. And the way you wrote this, you basically made him as high as can possibly be, becoming abstract level or higher himself.
Hah! As if a mere local deity such as Cyttorak could grant power to any member of the greatest pantheon. The Exemplars are beneath the Asgardians. Cyttorak would have to get power from Loki, not the reverse.

Actually, Cyttorak is much more powerful than Loki, and Loki's not a god, he's a frost giant. Also, the Exemplars are the agents and avatars of the entities, not the entities themselves. Juggernaut is an Exemplar, not Cyttorak. He's created life, his name is invoked in spells. He gave a small portion of his power to Juggernaut, and he beats just about anybody he fights. A god above Cyttorak would be of astounding power.
Basically, he said Loki found a power that boosted his abilities to god like levels, actually, higher than most gods and even celestials and things like that. He's asking if anything under Celestial/Abstract level can damage or kill him.
You know, Squirrel Girl comes to mind a lot. I think they'll come out with an arc that shows that her mental power to control squirrels, somehow grants her dominion over everything. LOL
The only things that can stop Loki at this point are abstracts, forces of nature like Galactus and Infinity, Infinite's kids. Living Tribunal, and some reality warpers and crazy powerful people like Jim Jaspers and Mr. M
If Loki can not even be harmed by the Godwave and broke Milinor in a million pieces and messed up the god damn X-Man on the pychic plane! I would say Onslaught if he was still around would be the only one able to contend with his mind but other than that I vote for,
Molecular Man, Beyonder, MJJ, Thanos with the IG, Cap Britain with the sword and amulet.
Depowered Tyrant would get owned! Yeah he took on a bunch of high heralds, but thor is a high herald and he was raped by this creation. So add 3 more high heralds that just be a bigger rapefest. Full power tyrant would be much more suitable. Then again if Big G is afraid of the Godblast then Tyrant would be to sooo.... maybe not even FP Tyrant.
