Considering Trunks beat Android Freiza, who was stronger than 100% Frieza, got beaten by lvl 2 Cell after a year in the Hyperbolic Time Chamber. I think it's safe to say Cell absorbs Frieza for the hell of it.
Two is when Cell was whooping on Trunks, then Vegeta came, and was whooping on Cell. Then Cell used Vegetas arrogance to let him absorb 18 and become perfect. Remember, Cell was making fun of how Trunks was much stronger physically, but his speed was suffering fom his enlarged muscle mass.
And I said for the hell of it, even though he already had his cells, he could do it just to be mean.

You're confusing some stuff up..Trunks was loosing to Perfect Cell when Cell said that. It was after Vegeta was knocked out because Trunks wouldn't go USSJ2 because he didn't want to show up Vegeta in power. But lost speed so Perfect Cell was able to beat him. Vegeta was beating on Semi-Perfect Cell then let him become perfect because of his arrogance. Trunks tried to stop it but Semi-Perfect Cell wasn't a match for Vegeta or Trunks.
Any Cell still beats Freeza without any trouble..With maybe the exception of the Cell that was first shown, and had trouble against Piccolo. But even then by three years time Piccolo probably rose above Freeza.

If anything is to be learned with DBZ, it's that tiers are dependant on the series progression. What it took to actually surpass Cell was SSJ2, what it took to beat Frieza was a SSJ1. It really is simple as that with DBZ, and it was only ever so much as marginally broken with the Buu saga; Gohan's decrease in power due to a lack of training (prior to becoming Ultimate Gohan), and Super Buu reverting into Kid Buu.
As many here should know, Cell was meant to be the final villain (Hell, on two occasions, Gohan was meant to finish the series), and they'd kind of established that much with his concept of having the genes of virtually every character before him, Frieza included (it's probably why so many games end at the Cell saga). That means he had also gained Frieza's capacity for survival in just about any area regardless of it's condition (including outer space). Even if Frieza did try to blow up the planet, that would actually still be trumped by Cell's potential solar system busting Kamehameha wave. That, or even if Frieza was on the other side of the planet, Cell could just IT himself there and be done with it. Cell at his highest peak was equal at best to a SSJ2 (at least an injured one), Frieza was never any more powerful than an initial SSJ1, and lost power rapidly. There's nothing Frieza can do that Cell isn't capable of on a higher scale.
A decent fight? Not really. I mean, one of them Cell Juniors cancelled out Super Vegeta's Final Flash with relative ease. You think Frieza has any chance against that?
