People have to actually report him when he starts acting abusively, the mods don't come in the OTF that much so they probably aren't aware of it as much. They know what he's like in the GDF, but there's loads of shit-slinging there as it is. If more people report his shitty behaviour, the mods will begin to see the pattern of his continued abuse.

You should. Just because we're alone here, doesn't mean the mods have abandoned us entirely. If Raz came back and gave someone trustworthy an OTF mod position, that'd be good (not gonna happen but still), but I can't think of many people who'd even want to do that
