Morg wins. He possesses the power cosmic which is the power of the entire cosmos.

They are both pretty much God-like. Firestorm's powers are more physical in nature and some say that physics always wins. For example Firestorm can project nuclear energy and absorb radiation and explosive force into his body without harm.
