How does King Yemma send souls as powerful as Cell/etc. to hell?

Sorry if this has been done before, but:

He could easily best Raditz, but how does he effectively send some of the top tier villians to hell? Since he has been stated to be weaker than King Kai, who is obviously weaker than Cell (since King Kai said that he's weaker than Vegeta and Nappa when the first came to Earth) what stops Cell from just blasting King Yemma?

Because despite the filler showing it, they never got to keep their bodies. It was only a special thing for the Z fighter/heroes. Vegeta only kept his body because Enma thought he might be needed later.

So that's a plot hole in the anime, because it shows Cell in his body after death being judged, and yet he was incapable of fighting back at King Yemma despite being FAR more powerful.

Yep, just an anime plot hole. Just like Freeza, Cell, and all of them watching Gokou fight Kid Buu.

when defeated they have no body although when raditz died he had his body so im guessing they went staight to hell
