Are we having the same understanding of Ground Zero? To me it's the exact place the explosion happens with that in mind people will be lucky if they survive being at ground zero when a Concussion grenade ore Fragmentation grenade goes off. The Nukes in Japan produced at Ground Zero around 140 psi, a ordinary house suffers moderate ore severe damage at 35,5 psi, the human lungs take severe damage at 70 psi and the blast wind may reach around 1000 km/h, and this isn't including the fireball itself, basically I think this scan says it best
Away from ground zero they survived at ground Zero itself nothing survived.
If you claim however is that people can survive a Nuclear Explosion then I agree with you, but to say that some can survive a Nuclear Explosion at Ground Zero (in the proper meaning of the word) is flat out wrong in my opinion.

Chief, pretty easily. Chief tanked a blast from a plasma projector. Meaning he tanked a beam of energy which is capable of glassing entire planets or destroying a covenant destroyer in 1 hit.
