It was my understanding that one had to be nominated to be able to take the S-class advancement exam. Since she's been nominated 4 times already before, IMO, she's been stronger than either Natsu or Grey. Either that or her cards magic allow her more versatility and flexibility as compared to Natsu and Grey.
Maybe much like how Levi was nominated too. Her magic didn't seem that powerful or strong but she had better versatility than most single element mages like Natsu and Grey. But she probably got nominated more on her being smart.
As for Freed, come on, he's bad ass. I don't see Cana loosing to him as a low showing. Same goes for Bixlow, he's badass. Evergreen seems to be the weakest of the Rajinshuu though her stone stare could theoretically beat everyone given that they don't know of her powers.
Come to think of it, Evergreen could probably take on all 100 monsters in that pandemonium tower granting that none of the monsters wore glasses :P
Sometimes, its not about raw power, but how their magic works.
As for Cana, i still think she is or at least was at Natsu and Grey's level during the exams. Being Guildarts' daughter doesn't hurt either. Take note that even Mavis commented on her "high" magical power when she again lent her fair glitter for the games.
The second makes sense to me. A versatile person who can prove themselves in the test shows they can handle the S-class challenges via cleverness. However, Natsu lacking cleverness, can only hope to pass on strength.
There is a lot more to the S-class test than power- consider Levy being a nominee (and Elfman to a lesser extent), but Gajeel, Bickslow, and Evergreen not.
Ok, here's a question- you get to be a mage. You also get to pick your type of magic, but no super rare magics or the like- No dragon slayers, no ancient/lost magics. Whatever magic you pick you'll have the raw omph of, say, Levy.
[SPOILER - highlight to read]: The one Quattro Puppy fighter I thought might be strong from his stats? Pwned! I guess his low speed is just too much of a handicap against a strong foe.
Thinking about it Laxus /shouldn't/ be able to defeat them all, and it'll be goddly if he does. Im guessing he'll either need assistance or will, like the before, kick their asses offscreen while we're looking at someone trying to break the illusion.

Laxus wont win, but if he does by some strange twist of sudden Laxus love, it would be a feat > Erza's. Remember, There was only one S class monster in pandemonium tower. The entire Raven Tails guild looks to be made of mostly S class and above plus one master level.
What are you talking about? I'm watching the arena right now and Laxus is clearly getting beaten one-on-one. His father's right over there, in the stands watching!
Ma-dō-shi would translate to either demon art master, or magic art master -- ma can mean both demon, mahō, and magic. So it does have an evil undertone. Wouldn't sorcerer be more fitting?

I'm speaking of the word madōshi, not the culture in Fairy Tail. Sorcerer, or maybe witch, would in my mind be a more fitting translation for the word since ma -- mahō -- means both demon and magic.
Then whether or not the sorcerers are benevolent is up to the writer.
