Yeah, gotta go with the team on this. Hulk is uber strong and durable, but Flash is untouchable in this battle, and Hal's will/versatility just overwhelms. Team for a solid 9/10 (the 1 representing Hulk getting his hands, even for a brief moment, on either of them; they'll be crushed into a ball and tossed ...)

Either one could beat regular Hulk tbh. Taking PIS and CIS off actually means that (particularly in the case of Flash) Hulk has no chance.
A no-PIS/CIS Lantern can do almost anything with the ring and could smoke guys like Superman and Thor particularly if its someone with great will/skill like Hal and I don't think I need to explain why Flash would stomp Hulk.
