Key word being "Renewed". He has always had that level of power. Now he just has a supreme focus, will power and confidence to use it. But I can see how peeps would call it an amp.
Maybe I have to blow this up some more. Read the second paragraph, "Galactus welcomes the Surfer back as his Herald, restoring his powerandhis resolve:

And remember, Galactus explicitly references that he is undoing that which he did in anger. This was more than just a question of willpower.
Nova just got "amped" yet again in a similar manner as the Surfer. As many of us had suspected, Richard was holding back a MASSIVE portion of his true power. As of issue 35 that's no longer the case.
Had Galactus just restored his resolve, then we can safely suggest that Surfer was holding back his true power. As it stands, it literally states he "[i]restored his powerandhis resolve." This isn't ambiguous. It's conjunctive and suggests two distinctive qualities. Don't smoosh the two concepts together when Galactus himself separated them out (as does the comic).

I believe that we're playing semantics here. I get that his power was restored. But people were making it sound as if it was some sort of power upgrade/amp that made him more powerful then he ever has been. Nova going from centurian to Nova Prime is an amp, Thor getting the odin force is an amp. The Surfer having his full power restored is more like Herc going from Mortal Herc to Immortal Herc.
People have been talking about Nova's latest "Amp" which technically really isn't an amp because he had that level of power all along, he just has never been able to access it until now. But it's not an AMP.
He is more powerful than he was before Galactus' punishment. Which is pretty much since ever since we've seen him. How quantified that is, is unknown at this point. But it was visibly apparent in his fight with Ravenous, who was his peer in Annihilation: Silver Surfer #1 and got beat like a red-headed step-child in Annihilation: Silver Surfer #4.
I don't see the logic in thinking post-Annihilation Surfer isn't more powerful than he was pre-Annihilation. An inability to quantify it doesn't mean it doesn't exist.

And this stupid excuse that thanos wasn't trying.He was trying.Drax porved it.And thanos said that blow would have killed anyone but him showing that gamora can deliver a good hit and that thanos is immensily strong.Also gamora says she could have killed him had she wanted to.She didn't choose to kill him by getting closer thus he lived on.Also gamora was able to take down thing with one hit.Yes she had to get past his "monsterous fists" which would be harder to get past then wolverines fists.You are using that saying that getting to wolverine who is much smaller then thing would be just as hard.
Also she took down thing in one hit.That doesn't mean she could take down wolverine in one hit but it does mean that she can deliver a blow that defintly might be capable of that.
She defintily has greater skill then wolverine and greater strength.It's possible they have the same speed.
