i was actually remembering that there was a character named lord havok.. but for some reason i thoguht the guy was in wetworks.

Monarch's powers were negated in Lord Havok's room -- so he essentially was beaten.
...Plus LH was siphoning off some of Monarch's own energies (for his personal benefit), without Monarch himself even being aware he was doing so. Pretty impressive, imo.
