not only was he 100% but even while prepared for an unarmed Frank (he had a knife which he used), he still gets plastered all over the pavement. Not only that, but as always he's at the utter and complete mercy of Frank because:
1) Frank had in a necklock
2) Bullseye was CLEARLY fading out
3) a little boy had to literally save Bullseye's ass from being killed
4) Bullseye RAN AWAY (again). why would he run away if he was winning or even had a chance of winning?
yep, Frank wins this one easily....and proves yet again why he can boogie with the h2h big boys all day

According to Rick Remender, currently writing Punisher: in the blood, Frank's back to being 30 years old again and is thus more dangerous than ever. that's right, Frank's no longer an old man
Indeed, he is quite skilled, though not as skilled as Marvel's top h2h fighters. But still, that's impressive.
And also, Frank knows military CQC (he was trained in military), krav maga, muay thai, systema and jiu-jitsu (last 4 styles - according to Taskmaster, who later used that fighting styles from Punisher against him and against Deadpool in Deadpool vs The Punisher #3 (July 2017).).
Yeah, I'm perfectly aware of how real Jujutsu is and of its alternate spellings... and of its descendant arts/"ryus", this is not a problem.
I'm focusing on that "Nash Ryu" part.
Lots of fan-sites online keep saying Frank is familiar with it --- so it doesn't sound like a mistake, but I'm trying to track the source and its origins.
Here's some interesting stuff:
His styles of choice being Nash Ryu Jujutsu, (the four-style martial art founded by his Sensei Adam Nash and the Marine Corps LINE/MAPS combative systems) (...)
I also didn't found anything about Nash Ryu Jiu-Jitsu in comics. Weird. Same about similar Jiu-Jitsu styles in real life. Although Jiu-Jitsu is used by military personnel in their hand-to-hand combat training, so maybe a combat instructor could create his own style, who knows?
I found that comic book. It's cool, especially how Moon Knight and Punisher teamed up, but I didn't found any mentioning of Nash Ryu Jiu-Jitsu in that comic book.
