Pretty sure Lagiacrus is actually weakest to fire by gameplay standards at least (ironic, I know, but it doesn't stop there--Rathalos is weakest against the Dragon element). He's reportedley thunder-based in terms pf element alignment. Why? I don't know, but it's about as sensible as to why Jhen Moran's Switch Axe is a water element weapon when that's what he's supposedley weakest to. Hell, the only one that makes sense is Agnaktor (basically a firey volcanic version of Lagiacrus, so he's even more badass) being weakest against water.
2 things. (to go to gameplay for a sec) whats a 1/4 compared to other damage, comparison. And are you pkmn weak to electric or slightly 'cause Gyrados can take over 4x from it.

Gyarados can still take more than a human, which a Monster Hunter is Even with that weakness. A full set of chain mail has a cumalitive -1 per piece, so... -5. What that translates to, I dunno yet, lol.
That said, the Hunter is a BAMF, gonna use him in a thread.
