Anyhow, Luke wasn't all that much more powerful to Vader in ROTJ, possibly about equal. Vader having more experience, Luke having a stronger connection to the Force, arguable.
So Vader can do it, the other examples of him doing it slow was for dramatics.
edit: Wait, in ROTS he chokes out Padme in a second. He holds her first, taunting her with his might for 5-6 seconds while she pleads her love in an annoying fashion; then when Obi approaches and it's time to fight, he cuts her out, just like that.
