Zemo was pretty awesome in the Thunderbolts series. The way he fought Grandmaster, he could probably take even high heralds like Surfer..
But I'm thinking Genis with the experience boost can take him. They were basically stalemating, with Zemo needing an outside party to actually finish Genis off..

Zemo and the freaked-out Genis in Thunderbolts was a close match. iirc Zemo said that Genis would have beaten him if he hadn't attacked him during his breakdown. So Genis wins here.
