Yes. The Negation was massive, controlling their entire universe. It was confirmed to have many galaxies ("After the first one it's easy" -Lord Charon) and troops of all sorts of countless species. In Crux the heroes were being pushed to the edge with low-end super powered troops that were considered totally expendable, and each time it was normally a new variety of them. Trillions is likely an extremely conservative estimate.
The Lawbringers exist in the hundreds, possibly low-thousands if they're comparable to the First.
They also have a small number of Ligis bearers too, who are fairly strong and capable of absorbing cosmic-type energies, which should be good against the Seekers.
