How can people forget Hiei? The guy was probably TOO badass for his own good and despite being the more cold-hearted, ruthless of the group, he still had an honor code of his own and developed pretty well within the series.
Let's also not forget Aoshi Shinomori. He probably one of the most dangerous characters in Rurouni Kenshin. He's was willing to go so far to prove that he and his clan was the strongest and even when he didn't win in the end, he NEVER whined or complained.
In my opinion, both of their badasses beat Vegeta's by far.
With at least the first two and judging by the comment on the last I'm guessing it's a self-sacrifice thing. Neptune and Uranus were willing to die to find the holy grail and make sure good one. And they demonstrate their willingness to die for each other about twice a week.
Some of these lists / characters... I mean... sheesh. Is "badass" really such a confusing word guys? It isn't an all encompassing umbrella term that applies to any character simply because you like them. Here is an easy way to tell if a character is badass: If an actor like Daniel Craig, (or Clint Eastwood / Steve McQueen in their prime) would be ill suited to play the character you have picked in a movie, then the character you have picked is not badass, please try again.
The correct answer is Guts BTW.

I agree that Kamina is a good choice. He was an "idiot" badass type. So efifn' manly in a retarded way. He grabbed Lagann and slammed into the top of Gurren's "head." He was like, "we're going to take these bitches on together!" It made me lol because it was epically badass.
