geo-force had trouble with black lightning. and just in the justice league series I read it somewhere he's not good with his power. but I don't have the scans anymore since my hard drive died 5 month ago.
geo-force has great powers, he can gravity control, lava blasts, earth control. but he never taked on people magneto level. ( I don't consider achilles magneto level). but this will be a tough battle for magneto, since geo-force can heal his wound from earth. and magneto has to be high above the ground.

his trouble was because of it fluctuating due to him gaining terra's powers. usually he has no such problems.

black lightning himself is inconsistent; the guy has taken down kryptonians with his powers.

for example, brion once went up against vixen and canary (mind-controlled) and they were almost crapping themselves at the thought of going up against him. he beat an omac single-handed during the early outsiders run too. plus, there's all the stuff he did back in the old outsiders books.
