Everything is fenced around the generator. There are some small buildings inside the perimeter. The generator itself is housed in a large warehouse.

Well my idea was to say this is all a surprise inspection, generate some fake records/papers to them, and tell them now we need to inspect the generator.
Tell them you can never be too careful with the Nokros An.

I'm impatient, so Rianna's going sneaky. Xavier, stay close in case you're needed.
However, before she does that, Rianna's contacting Rand 
"So, tell me, why don't we just tell them the deal is off and then leave?" she says.

The only way in and out is that security checkpoint. Not a lot of traffic there, and now they'll know you.

Okay! That will be a Leaping check and an Intrusion check, both things Rianna is clearly talented with (especially now that she has Presence).
Rianna rolls six successes on the Agility check and sails over without a problem, clearing the fence. However, she only rolls one success on the Intrusion check. You didn't get a look at the other side of the electrified barrier, apparently; you land heavily on the tin roof of a little guardhouse and make quite a racket.
The guards are on to you!

You have a guard coming out of the guardhouse, and then the dozen that were guarding the entrance into the generator area that are sweeping toward you. You have a short time before they arrive, and more immediately the guard below coming out.
Which you flay open when you land, so he's not a concern so much.
