CA is probably the most powerful on the list. He's not a true archer, because he uses magic arrows.

Green Arrow really did help form an 'archer community' in DC, which Hawkeye, rarely having a solo book, really hasn't.

Of course, as GA and HE can tell you, there's more to archery than perfect aim. There's trick arrows too smile

Nowdays it looks like he's just using arrows that cleave through any armor, no mention of the bow being magic is made in the scans that detail his other fancy gear.

Heimdall once used a bow to one shot a fighter jet, though the arrows were mystical in property. I believe Thor in his younger years has, too, but nothing to put him on an elite archer level.
