Power level wise, I'm torn. Reality power vs time altering power.

But I'm leaning towards Timazo on skill, because Super Adaptoid did jack all with his power set.

The Warlogog did seem to alter reality, but Hourman always described it as time power, of the 4th dimension.

But when you can alter any aspect of time at will, you can pretty much alter reality. Create entirely new races or tech that wouldn't have existed if someone didn't go left instead of right, for example.
