Yes he did. He lost the fight against Stuart in DH2 and Lihn in DH4. In both circumstances he was defeated via BFR and forced to kill the opponent with a massive weapon. He killed them, but he didn't win the H2H confrontation, which is what is being discussed here
Because his fights have been too short, due to him getting BFRed. If McClane and Stuart or McClane and Lihn were facing off in a karate dojo, bloodlusted H2H deathmatch, they would absolutely slaughter McClane. McClane may have punched a couple mooks (and random bystander) and broken that one guy's neck in DH4, but those mooks definitely do not have on Bauer's level, and Bauer has done far more impressive and simpler neck snaps.
