As a fighter I would certainly beg to differ, but as a character it depends on one's taste, though Ra's is just one of those good but disgustingly underrated characters.

If we're talking influence in Batman's life, then yes.

As far as Ice characters go, I'd have Tora personally. If it had to be a villain, then probably Cold or KF.

Agreed. Storywise it would make sense to have Captain Cold as he's the leader of the Rogues. And Flash is Ed Boon's favorite DC character. I think he'd want one of his villains there as well. Mr Freeze would end up being clunky and slow to play as because of his suit.

I also think each of the mainstream heroes should have a respective villain. Batman already has Joker, Harley, Catwoman(depending on if you count her as a villain), and now Bane. Superman has Lex, Doomsday has been hinted(though he could be a sub-boss), and Darkseid may be in also. Flash could have Captain Cold. Wonder Woman could have Circe or Ares. Green Lantern could have Sinestro. And Aquaman could have Black Manta.
