I was looking at the voting thread and considering Norman Osborn for mid meta. I assume we're taking raw intelligence into account when voting? If so, that opens a door for characters like Beast and possibly Batman moving up a tier.

That's why I'm asking. I mean is it just raw power with whatever standard gear, or do we count intelligence too? Einstein would be low street, but his mind is at least low meta imo.

Yeah, I don't think stuff like that should be included, necessarily. Just how they would fare if they were dropped in to a featureless environment and forced to fight.
