I'd say most people have little respect for Vitiate because so much of what is attributed to the character owes to Sidious. Even the most recent development, with a reborn Vitiate striking out at a chaotic Galaxy with an advanced fleet originating from a top secret throne world.... All of that should sound uncomfortably familiar.
When you have a largely unexplored era and an opportunity to do something fairly unique with its big bad and instead imitate an established villain... A lot of people look at that as weak writing.

That's not exactly the same thing or even close to it. It was remnants of the Empire who were loyal to Palpatine. Far cry from sith vs. Jedi and then having a 3rd completely different, unknown empire coming in. But if you want to reach, be my guest.

Well, Vitiate is a pretty weak character, but to be fair, so was DE Palpatine. I only really enjoyed Sidious as a character up to and around RotS. Afterward, he was more or less the generic evil overlord, and he lost some of his earlier traits.
What most people do not get, is that Palpatine is the greatest Dark Lord of the Sith, no doubt, but...
If you think that quotes about Sidious refer about his personal strength in the Force, than that's a very limited of your understanding of the word "power".
One(Sidious) doesn't have to be the strongest in order to be the greatest.
