Protip: We're often allowed to see characters moving at super-speeds as it makes for a more exciting visual than just blurry lines, seeing nothing at all etc.

We cannot see him or his individual actions but the point is made he's operating at a much higher level. That's why I said portrayal so I will ring my point in where you can understand. An exercise in futility I know.
Let's take Jango and use the example I used to illustrate my point. Flash could disarm Jango before he fired a shot. Not the case with Windu because they don't operate at superhuman speeds since other characters are persistently threats to them without those powers.

Power scaling. Flash would zip right past and we don't see all his movements. Ever. We see a blurring motion and sometimes we see the perception is slowed due to portrayal. This isn't the case as per evidence.

We literally see Palps throwing senate pods as he's levitating some in mid air behind him. Takes no time. We see Dooku in this clip throwing objects with mere hand movements. We see him force crush the bottom of a pillar and tries to make it fall on Kenobi and Anakin... It was instant
You are leaving out the context. Khan didn't have either of his guns there and just crash landed. Palpatine lost a fair fight in which he was armed against Windu.
The bottom of the pillar on Anakin takes 2:45-2:48/9 for Yoda to stop it. That's multiple seconds to get to the target. That isn't instant. it's longer if we count by when Dooku raises his arm and concentrates.
2:51-:2:53 we see the next object hurled. The object wasn't hurling at light speeds and someone can just dodge or shoot him while he's focusing on tossing something at you.
3:02-3:07 for the ceiling feat. Khan could obliterate him multiple times while he's just standing there vulnerable doing so. This is getting hilarious.
