Power levels are indicative of their current power. But the Earth fighters supress their power making the readings useless. However against everyone else or when the Z fighters unleash their full strength they are accurate. Until Frieza starts transforming and that's when we all just ignore them.
I was referring to the Power Level Measuring system in relevancy to the Scouters. You are talking about it as who is stronger than who. But I am still impressed how condescending you sounded while bringing up an incredibly simple point: that characters are stronger than other characters because their power levels are higher.
SSJ2 Vegeta is stronger than Frieza for obvious reasons. To answer your question.

What people are saying is power levels are not linear in any way, the only thing they tell you is what feats you get to powerscale to stronger characters, and nothing else, and they have no unit of measurement, making them useless for linear scaling to begin with

Weaker characters hurt stronger characters all the time so its not like havin a higher pl is the end all be all.... Carver do yiu realize how many times cell and buu would have died if they couldnt regenerate

before I i give my opinion let me say im not bias towards either of naruto or dbz and im not a fanboy of either well i guess its debatable i could be considered a fanboy of both
anyway honestly if you've actually watched enough dbz you would know there is NO WAY IN THE WORLD ANY NARUTO CHARACTER WOULD BE ABLE TO TOUCH ANY OF THE TOP 5 DBZ CHARACTERS the only one who can even bruise a dbz character is perfect susanoo madara and they would have to let madara hit them because unless i missed something madara cant fight at several times the speed of light hes not even close to light speed.
there are other acceptations like the kamui almighty push might catch them off gaurd once or twice otherwise nothing else or no one
else in naruto can even touch or damage top 5 dbz
i love naruto but dbz is to overpowered honestly no naruto character is even close to dbz level, and as for genjutsu it only works on characters with chacra dbz characters have ki everythin i said can be proven if you watch the sow befor you try to compare characters
