No, actually. I chose Madison Jeffries as my template. I have his brand of technopathy and below (since it's low herald and down) as B-Dub clarified we don't have a specific character.
Yeah, same here. This battle is set in the real world, after all. You guys just happen to have access to fictional powersets and can use them to the best of their ability, but still within the confines/parameters of the real world. That's why, if I were to go with Reed Richards for example, I wouldn't be able to whip together a time machine, or a universal entropy gun, or a big bang cannon, or a black hole grenade. I could only construct tech that is feasible/possible with the real world means at my disposal.
That's why Digi(or whoever) can merge with a city--it(the city) is already there for him to merge with; he's not creating it from scratch. Conversely, building a piece of fictional technology that doesn't exist on any RW databases would require the individual(Delph himself) to have a working knowledge of precisely how the tech in question is constructed, before it could be built.
...Unless said tech can somehow be built without him needing to have in-depth knowledge of its inner-workings..? Dunno if Jeffries' power works that way, tbh. /shrug

That doesn't really address the issue being discussed though, namely whether or not you can create something that doesn't exist in the real world without knowledge of how to do so. You posted a scan earlier that showed Madison needing help to construct a machine he didn't know how to build, which kind of makes Digi's point rather valid.
Though I presume you'll still run into a bit of contestation if you try to create purely fictional technology via real world means... Unless Blair approves it, of course. /shrug

Actually, and I cleared this with B-Dub already, it does, as Jeffries is able to assemble complex machinery with the power of his mind both on the fly and from designs. It's a passive trait that allows the ability to mentally assemble machinery.
He clarified. Multiple times at that. He even clarified that I could make psi-dampeners but couldn't make power dampeners. I get comic book applications of my powers just like everyone else in this thread. My limitation is materials. I don't have adamantium or promethium or 'unstable molecules' at my disposal, but I can operate as a fictional technopath in this real world analogue just as someone with a magic power can use magic powers in this real world despite magic not existing.
My armor will be quick. My army might take days, but given the durability of most of the field, and the fact it's gonna be really hard to find me, I'll have time, particularly since I can co-opt our worlds existing weapon systems remotely and send it after you all, as well as you all not being aware of what I'm up to going into the match, among other things.
